Information on Discounts and Rate Reductions

Rate reduction system for beneficiaries of basic livelihood security benefits

Eligibility for rate reduction

  • Beneficiaries of basic livelihood security benefits and recipients of medical benefits, under the National Basic Living Security Act (Article 2, Subsection 2)

Details of rate reduction

  • Usage reduced by up to 10m3 per month per household
  • KRW 11,980 per month (waterworks: KRW 5,500, sewage: KRW 4,900, water use contribution: KRW 1,580)
  • For water use of less than 10m3, the rate is reduced in accordance with the actual or average use per household.

Application procedure

  • Individual applications must be submitted to the local resident’s center in person or by phone after bringing the certificate of the recipient, in accordance with the National Basic Living Security Act.
  • Please make sure to report any changes, such as household relocation or service cancellation, to your local water service office.

Note

  • We check the social security information system of the Ministry of Health and Welfare on a monthly basis to see if users are eligible for rate reductions. Depending on the result of this check, discounts and/or rate reductions may be cancelled without notice.
  • Please contact your local office regarding any questions you may have, including about the start dates of discounts and/or rate reductions.

Reduction through application for household-business separation

Reduction information

  • If you are using one water meter for your household and a business, you can apply at your local resident’s center to have your household billed separately from the business, making it eligible for a rate reduction.

Who can apply

  • Households that are registered as residences, are occupied by residents, and use one water meter for the household and a business

How to apply

  • Apply at your local resident’s center in person with a water rate receipt and personal identification.

Rate reduction in case of indoor leakage

Rate reduction information

  • In the event of an indoor water leak (from a pipe after the water meter), you can apply for a partial reduction of your water rate.

Note

  • “Water leakage” refers to leaks from old pipes underground or inside walls that are not directly caused by the customer.
  • Water leakage from faucets, toilet bowls, or open/close valves of automatic water tanks that are found to be caused by the carelessness or negligence of the customer is not eligible for rate reduction.
  • Applications for rate reductions due to water leakage should be submitted with documentation confirming the leakage and completion of repair work within 90 days after receiving the water bill.

Other rate discount system

Discount for automatic transfers

  • Customers who apply for automatic transfers for the payment of their water bills are eligible for a discount amounting to one percent of the waterworks and water use contribution (up to KRW 5,000 each, excluding partial withdrawals).

Discount for email notices

  • Customers who apply for automatic transfers and email notices will receive their bills, instead of a payment summary, through email on the 14th day of every month, with a KRW 200 discount applied to each bill.
